HPS Group, LLC was formed by Steven A. Grossman in January, 2001 to meet a need for a strategically-oriented health policy and public affairs company that is equally adept with outreach to Congress, the Executive Branch, professional, patient and consumer groups, and the media.

HPS Group LLC provides a full range of policy, management and issue oriented services:

  • Washington representation and lobbying
  • Strategic business and communications planning

Among HPS Group’s many strengths is communicating medical and scientific concepts and results into regulatory and policy contexts. One of HPS Group’s specialties is assisting companies preparing for FDA advisory committee meetings.

Prior to founding HPS Group, Mr. Grossman worked as Senior Managing Director and Director of Health Policy in Hill & Knowlton’s Washington DC office.

Earlier in his career, he served as Deputy Assistant Secretary for Health in the US Department of Health and Human Services. In this position, he was responsible for the planning, evaluation and policy needs of the US Public Health Service, then a $13 billion organization that included NIH, FDA, and CDC.

Prior to his service at DHHS, Mr. Grossman was Health Staff Director and Counsel to the US Senate Committee on Labor and Human Resources (now the Senate Health, Education, Labor and Pension Committee). Among his many accomplishments, he was one of the chief Senate negotiators on the Orphan Drug Act of 1983 and on the Drug Price Competition and Patent Term Restoration Act of 1984 (Hatch-Waxman).
